Yeah, the pre-sale isn't super clear. When the coin launches and the AMM begins, it starts with the highest priced pre-orders and moves down. So if there are enough above the price you set you won't get any because all the AMM were filled, and then it sets its next buy order above your order. In this case there was only $1 worth of coin sold at each level with a 10% increase, so not much token was sold at the starting level of $0.001 (and maybe none, if there were enough pre-orders above that price). Again, not super clear, but I think that is how it is working.
